Why is it, if you present evidence to an ADA to prove your innocence, they still ask you to pay a fine?

I don't think you would win. Wet pavement or mechanical failure maybe, but no sign to tell you what speed to drive, I think not. That might work for a speeding ticket but I doubt recklessly skidding out of control.
